My interpretation:-

He didn't advise to wage a war with anyone imminently.

Whatever I realized from his mindset is he warned the next generations not to forget about oppressions done on 🕉️Hindus of Bharatvarsha by Islamic invaders, "glorified" rulers for 1000 years almost & almost 200 years British oppressions in the name of rulings.

Total almost 1200 years of slavery of Bharatvarsha by external forces. He advised that don't forget your history please. Otherwise history will keep repeating itself again and again. That's all. Very very simple. If we don't be war ready or prepared for war then we have to face the beat and consequences.
